    Principal

    Appropriate Certification Requirements

    *Hold a valid Arizona teaching certificate(A.R.S § 15-502.B)-Intern, Provisional, Reciprocal or Standard-

    -Special Education K-12, (Cross-Categorical, Emotional Disability, Learning Disability, Intelecutal Disability, Orthopedic/Other Health Impairment or Severely and Profoundly Disabled), AND

    *Structured English Immersion (SEI) requirements, AND

    *a valid Identity Verified Print (IVP) Fingerprint Clearance Card

    *The majority of the students being taught must be in the area in which the teacher is currently certified unless the teacher holds a valid Arizona Cross-Categorical certificate.


    Appropriate Highly Qualified Compliance Requirements

    *Bachelor's degree, AND

    *Holds a valid Arizona Special Education Teaching Certificate, AND

    Grades K-3

    Teacher of record- directly instructs. evaluates and assigns grades to students in early childhood or elementary content.

    *Passing score on the Early Childhood OR Elementary Subject Knowledge AEPA/NES exam, OR

    *Earned a minimum of 100 points on the AZ HOUSSE for Special Education teachers elementary content prior to June 30, 2007 (documentation required), OR

    *Earned a minimum of 100 points on the AZ HOUSSE for Veteran Teachers Returning to the Profession -Special Education teachers elementary content (K-8 Self Contained) approved by ADE prior to June 30, 2012 (documentation required), OR

    *Highly Qualified Teacher Reciprocity (An ADE approved early childhood or elementary core academic subject area out-of-state test equivalent exam or out-of-state HOUSSE rubric including documentation)

    Grades 4-8

    Teacher of record- directly instructs. evaluates and assigns grades to students in elementary content.

    *Passing score on the Elementary Subject Knowledge AEPA/NES exam, OR

    *Earned a minimum of 100 points on the AZ HOUSSE for Special Education teachers elementary content prior to June 30, 2007 (documentation required), OR

    *Earned a minimum of 100 points on the AZ HOUSSE for Veteran Teachers Returning to the Profession -Special Education teachers elementary content (K-8 Self Contained) approved by ADE prior to June 30, 2012 (documentation required), OR

    *Highly Qualified Teacher Reciprocity (An ADE approved Elementary core academic subject out-of-state test equivalent exam or out-of-state HOUSSE rubric including documentation)

    Structured English Immersion (SEI) Requirements

    Structured English Immersion requirements must be met for the following certificates;

    Early Childhood

    Elementary K-8

    Secondary & STEM 7-12

    Teaching Intern

    Principal

    Superintendent

    Interim Administrator

    Supervisor

    Special Education

    ARTS Education

    Career & Technical

    Foreign Teacher

    All persons certified before August 31, 2006, must complete 15 clock hours or 1 semester hour of approved SEI Provisional training and have this endorsement added to their certificate. (Mandated R7-2-613 J.2.c.)

    All persons certified after August 31, 2006, must complete 45 clock hours or 3 semester hours of approved SEI Provisional training and have this endorsement added to their certificate to meet the requirements for the Provisional SEI Endorsement. (Mandated R7-2-613 J.1.))

    Within three years of obtaining the Provisional SEI Endorsement, all persons must complete an additional 45 clock hours or 3 semester hours of approved SEI training to apply for their Full SEI Endorsement. (Mandated R7-2-613 J.1.)

    Reciprocity: The requirements for a Provisional SEI Endorsement may be waived for a period not to exceed one year in accordance with certification reciprocity as prescribed in A.A.C.R7-2-621. First Time Issuances of a Provisional Teaching or Administrative Certificate (Out of State Graduates only) The requirements for a Provisional SEI Endorsement may be waived for a period not to exceed one year in accordance with certification first time issuances of a Provisional Teaching or Administrative Certificate for applicants graduating from out of state teacher/administrator preparation programs only.

    Classroom teachers or Administrators holding a full English as a Second Language (ESL) Endorsement or a full Bilingual Endorsement do not need to obtain the Full SEI Endorsement, however nothing in this rule prevents school districts from requiring certified staff to obtain an SEI Endorsement in addition to an ESL or Bilingual Endorsement as a condition of employment.     Certificates exempt from SEI include: Adult Education, Athletic Coaching, Emergency Teaching, Emergency Substitute, Guidance Counselor, JROTC, School Psychologist, Speech-Language Technician, Speech-Language Pathologist, and Substitute.
